Duh.  What a difference a full night's sleep and a cup of coffee make.
I forgot to download the JAAS jar and install it.  Everything works
great now, except my code.  :(

I set my JDK_HOME to jdk131 and I get compile errors for more than just
my policy classes.  What am I doing wrong?

night build for JDK 1.3 failed with the errors below.

Also JDK 1.4 tests are failing for this reason,

but we already agreed to remove spawning of Processes.
