Performance on NetBeans.org

The Collab folks have made some tweaks last night to improve
performance.  Please read their statement:

> Site performance:  One of our core product specialists has come
> up with a performance booster that involves changing the frequency
> of issue tracking rebuilds.  This will result in much lower load on
> the site, while at the same time delaying up to an hour some
> effects of admin changes (new users will not show up for up to
> an hour in issuezilla, for example).  We've staged this to make
> sure it doesn't cause the site to grow horns or a third eye, and
> the operations folks and the instantiations engineer will be bringing
> the fix live this evening.

This fix was made live.  Please provide any feedback on perceived
performance changes.
