Description : Adds integral support for displaying PDF files to NetBeans

This adds PDF support to NetBeans so that PDF files become a supported filetype
with a graphical display and a navigation tab if the file has an outline. 
It is written in Java and tested on Windows, Linux and OS X. It uses the GPL
version of the JPedal Java PDF library.  The software is free to download
from http://www.jpedal.org/netbeans.html
 This is our first release for NetBeans so any feedback/suggestions
welcomed.
