NetBeans error in connect to iReport

Dear *NetBeans Development*
* I install on my PC the NetBeans IDE 8.0.2 and I have the **iReport-5.6.0
can it connect to this version of netbeans ????*
*and i enter the http://plugins.netbeans.org/PluginPortal/
<http://plugins.netbeans.org/PluginPortal/> this message show *
"The Web Server may be down, too busy..... "
*I wont your help and what must i do to solve this problem because of
needly  to continue my project *
