I had the same problem on Debian until a few weeks ago, it looks like the menu line height is too small compared to the font size. I use NetBeans Dev build and Debian Testing, both of which are updated fairly often and unfortunately I didn't pay attention and I have no idea of what fixed it. You can try installing the latest Dev build, they are usually stable enough for daily use and I never lost any data. On some builds the bug report window keeps popping up and it's annoying while working, but the problem is usually fixed on the next daily build.
