I am sorry to jump in here but I don't agree with your assumptions which doesn't say your next points are not valid. But:

Which user? We have approx. 1000.000 users right now.

I have been a developer of NetBeans for the last 10 or so years. I use it all the time - how comes I am not a user? I am the same one user out of the million as you are. If I happen to be the developer as well I have to (at least try to) consider and try to understand the remaining 999.999 users. You are a second user to me so if we have my opinion and yours we still should at least try to think about what will the 999.998 other users think about a possible change.

I would like to suggest the following definition: the developer is the user who has the means to actually change something in the IDE. BTW according to my personal statistics approx. 99% of NetBeans developers use NetBeans as their IDE. I think they perfectly qualify as users of the IDE (of course not the only users of it ;-).
