You make a lot of good points and I'd be surprised if there's anyone
who knows more -- or has thought more -- about this topic than you.

One particularly noteworthy point is that having an alternate,
simplified process might encourage casual contributions without any
real burden for the full-time developers working on NetBeans.
Although having to download a ~ 3GB hg repo can be a barrier to a
casual contributor, it works out nicely that most of this is
historical information not really needed for simple changes.
Likewise, direct push (or commit, in the case of svn) access isn't
needed for simple changes either.

While even simple contributions can be very valuable, I think that
encouraging simple contributions now will likely pay off in more
significant contributions later as contributors gain experience.
