Hi John.  Thanks for pinging this thread.

Actually I did get a friendly reply by private email, to the effect of: build the development version of the IDE and hack away, and feel free to ask further questions here.

I've started building the development version of the IDE and so I'll come back here when I have further questions.

FWIW my current interest is in the support for merging.  I'm looking at making merging with Subversion more foolproof and want to see if I can improve the GUI support for common merging tasks, and see if that gives me a lead on how I can change Subversion's own APIs to make it easier for GUIs to offer easy and effective merging.  I don't have specific changes in mind yet; I'll be sure to propose them here if and when I do.
