I wouldn't mind the ability to sell NetBeans plugins but there are some
important aspects here:

* iOS users are purchasing their gear and it's socially acceptable to ask
money for stuff. NetBeans is free and open-source.

* The NetBeans users are generally software developers. Software developers
wouldn't buy plugins that much because they (believe they) could make it
themselves. A software developer would gladly waste $50 of his time trying
to implement something alone instead of buying your $5 plugin.

* The size of the market doesn't even compare.

As an example, not one of the few hundred ongoing NBnotify users ever asked
about paying.
