I think IntelliJ is options displayed at http://www.netbeans.org/products/ide/comparison.html are not correct...

Viewing/Generating Javadoc	 Yes  (certainly, and very good as well) also good editing javadoc support
Has public extension APIs	 	Yes (openAPI)
User-configurable code templates	 Yes	 (live templates / file templates)
