Translate netbeam web site content to portuguese

Hi all,

 

My name is Fernando, I live in Brazil and I like to translate some web pages
to Portuguese to help the NetBeam project.

 

I have two doubts?

 

1. I can't understand if I can use this link: Welcome
<http://testwww.netbeans.org/community/articles/welcome-template.html>  to
NetBeans template, to translate to Portuguese, or this is just an example
page?

 

2. I don't know if someone had already started the translations to Brazilian
Portuguese, if yes, what's necessary to make a working team?
