It's a bug I fixed long ago, which appears to have been...unfixed.

Unfortunately the Issuezilla bug query is currently broken,
so I can't find out which one (see
http://www.netbeans.org/issues/show_bug.cgi?id=77421 )

As I recall, the problem was with validation (the property sheet
revalidates itself and its preferred size keeps growing).  Only
happens if you're running at 800x600 resolution - at higher resolutions
it should be fine.
