Hi Andrew,

.so files are ignored by default as described at 
https://www.cvshome.org/docs/manual/cvs-1.11.18/cvs_18.html#SEC178.
There does not seem to be any direct API for "!", but from the code it 
looks that ImportCommand.addIgnoredFile("!") should work.
