Yes Brian,
I agree regarding the XMI 2.0 support - we are planning on lowering the 
priority, I have to update the plan.
But the reason why you see many features having P1 priority is that the 
priority of features, tasks and enhancements are different than 
priorities of bugs.
We use issuezilla for internal planning - we generate plan.html, etc. 
from issuezilla. Before each release, we have planning meetings within 
Sun, where we need to negotiate resources for particular features and 
find out which features we are able to deliver for the next release of 
NetBeans. Then we make a promise that we will deliver them - and we use 
the priorities in Issuezilla to express the type of the feature from the 
point of view of the next release. P1 means that the feature has to be 
in the next release - it is a "must have". P2 means it is should have - 
we should make every effort to put the feature into the next release, 
but if we will not make it, the release will still go out. P3-P5 are 
nice to have features.
In case of defects it is different - P1 means that the defect causes the 
product to not work at all and there is no workaround for it. P2 means 
that the product works somehow, there is a workaround for the defect, 
but the bug is very very annoying. P3 is a bug to a part of the product 
that is not essential for using the product, etc. See more about this at

Anyway, if a feature has P1 priority, it does not mean that it is more 
important than a defect of priority P3.
