Hm. It is strange that you could not find it. If you look at the main 
page, there is a link to the Installation Instructions and there is a 
section about building MDR from sources where you can find how to 
checkout the MDR from the CVS.
See: http://mdr.netbeans.org/installation.html#sources (obviously it is 
in the same CVS repository as NetBeans sources)
UML2MOF module is in extras/uml2mof subdirectory of MDR sources.
