I was assuming you are using Poseidon to create a UML model according to the UML Profile for MOF and then convert it to MOF using UML2MOF tool. I am not sure how you do this in the latest verion of Poseidon - as far as I remember, when you clicked on a model element, in the bottom area there used to be a tabbed pane with element properties. TaggedValues were in the last tab I think, as name-value pairs. Just enter "org.omg.xmi.namespace" into the name field and the desired value into the value field.
