Beginner question for netbeans 8.1 platform application

What I'd like to get is a minimal netbeans platform GUI application, so I can configure my own menu bar, toolbar etc. I've looked around a lot and it seems the only way to achieve this is to edit the layers.xml file, which doesn't appear in netbeans 8.1 projects. 

Can you please direct me to where I might read on how to do this?
