Hello,

did you have downloaded NetBeans with Java support? If you have a bundle 
e.g. for HTML5, there are no modules for Java support. In this case it's 
safest to download a bundle with all technologies and then required 
modules will get enabled as needed.

If it does not help, you can submit an issue and provide the 
messages.log file from <NetBeans user dir>\var\log\messages.log
