Nimbus Look and Feel is not applied correctly all the time

I found that the Nimbus look and feel is not always applied correctly.  I am running on Windows 7 64 bit and using java 1.8 update 92 and when I launch my application inside or outside of NetBeans the application will not look correct 5 out of 30 times.  Most of the time it is just the buttons that will be a dark grey, instead of a light grey, when you hover over them and at other times the whole application looks strange.  This is the only thing I see in the log file that might apply to this problem.  I set the look and feel in an installer class in a module that does not depend on any of the other modules that I wrote in my project.  I have tried setting the module load type eager which did not help.  Any ideas?
