Api to get path

Hi

   I am developing a plugin to sign this file (/Users/peter/Library/Application Support/NetBeans/8.2/config/Toolbars/Standard.xml) to google drive. So in case netbeans completely crash (I tried many times) and after reinstall it, i can quickly restore my toolbar buttons. So is there any api to get the path of Standard.xml?
