Missing License agreements in Pligin Installer

After installing/removing/reinstalling some of my own plugins I ran into the exact same problem as described in https://netbeans.org/bugzilla/show_bug.cgi?id=234841 

I run on Nb 8.2 Windows 7

In my case I update 5 modules, I have wiped out the user dir. After the inital screen showing the 5 new modules to install, pressing Next, The License Agreement screen sometimes does not pop up at all, and other times it pops up with blank licenses and only 1 module in the picklist of modules (should be 5 in this case).

The above bug report was last updated Dec 2015, and all reported here did have this behavior on a Mac. I run on a Windows box and see the exact same. 

Any of you having seen this and found an explanation/workaround ?
