Hello,

if there are no objections I will commit new Guarded Blocks API 
implementation into [prj40_prototype] tomorrow.

The API changes concept 

of guarding from offset to element philosophy.

The API will provide the same functionality of guarding
as it is now. I mean Guarded SimpleSection and Guarded InteriorSection. 
The implementation lets the possibility for the future implementation of
the API in the full range, when the problem of storing of the guarded info will be solved.
