is probably your best bet for HTML. Note that there is a SWIG-based 
wrapper available for Java, so you could embed this using JNI I guess. 
(Would need to ship versions for common platforms.)

would be much easier to deal with, though you would have to check 
whether it was being kept up-to-date w.r.t. regular (C) Tidy.
