Stabilizing suggestions requires huge amount of work, that
cannot be delivered in 3.6 timeframe. This fuctionality is
going to stay at Beta AU center. It should appear side-by-side
once reliable refactoring infrastructure is available.

I share your concerns. I'm not able to persuate UI designer
(guarding UI consistency over whole IDE). You can raise the
issue at the UI mailing list or fill bug against the specification.
