Global/local actions

Hi Petr,

you have removed "global" actions from the local menu in the
"suggestions"-view. There is now an inconsistency between /suggestions 
and other modules.
I remember that some months ago Tor have asked a HIE (human interface 
engineer) and we decided
to duplicate "global" actions in the local menu.
