[ANN] TODOs in standard build

Hello all,

I added TODOs functionality to the standard build.
In terms of tasklist submodules it covers: api, core,
suggestions and docscan.

It means that these modules are:
  - build every hour by automatic continuous build
    to detect compilation errors
  - automatically build once daily and available
    for download as NetBeans IDE daily builds
  - tested and used by more users
  - observed for major functionality regressions
    and discovered bugs must be fixed for q-builds
  - must comply to other standard build policies

It's an important step on way to get them
to next IDE release. I expect increased
press on bug fixing in next weeks.
