Tim has explained reasoning. He removed the dependency to make
tasklist usable with platform (without java module).

It's smart idea but unfortunatelly unannounced and unrealisable
with Tim's current permissions to administative files in nb_all/ide
and nbbuild/* without breaking validation. So dependecy is still
there, now hidden in project.xml instead of expected manifest.mf.

Yet, to be removed. I'll implement once more my tasklist issues cummulate.
