[TF-dev] Is RC3 ML ?

I see from the discussions in NetCAT and especially
http://wiki.netbeans.org/NB67RC3GoNoGo
that an RC3 is about to be built.
Will this version be multilingual with the language packs officially  
frozen on Monday -- I mean, will we have an opportunity to test at  
least some of the (l10n) corrections in RC3 or not ?
