Translations are done via CTI (community translation interface): 
https://cti.sunvirtuallab.com/community/

You first need to register to CTI to be able to translate there, please see:
http://translatedfiles.netbeans.org/docs/first_steps.html

Once you have registered to CTI, please send me your CTI login name, 
then I will prepare CTI files for you for translation and enable access 
for you.
For most of languages, Platform is translated, some other languages also 
translate JavaSE modules.
I suggest you first start with the Platform files?
