Not very clear in my mind which solution is best.
I googled a few minutes to find information on Idiom Desktop Workbench  
but since Idiom has been acquired by SDL it's not easy to make oneself  
an opinion since information is scarce... or did I miss the right link.

I like CTI in general and my two biggest "workflow" problems with CTI  
are:
- a search functionality; as has been discussed, the larger the  
translation chunks, the most critical this functionality (or lack of  
it) becomes.
- the ability to have automatic or "on demand" builds from CTI. When I  
need to fix some error, I may encounter several occurences or for some  
other reason not be sure of the fix so I (we) need to "test" it. So it  
could be some kind of "nightly build" or user-triggered build that  
would allow us to see a modification in context. BTW, I think not all  
modifications can be tested unzipping bundles: I've worked on the  
installer sometime before the release of 6.7 and I guess I need some  
sort of "full build" to test changes there.
