I've been a bit distant from the NetBeans community lately, but I thought
the "getting started" information was here:
http://netbeans.org/community/contribute/localise.html

And there's the NetBeans wiki.

I am hoping all here can tell you the best way to get started. You should be
sure to join the mailing list and also sign the contributor agreement. Those
are the usual first steps.
