The way it usually starts is by translating Plaform kit (including 
Platform and Harness). I have included Bulgarian into the community 
projects on OpenCTI (https://translate.sun.com/opencti/),  you can start 
translating on OpenCTI now for your language.

I prepared a simple step-by-step guide for you:
1. Connect to https://translate.sun.com/opencti/;
2. In the left pane, locate "NetBeans_7.0_properties_platform"  under 
'Projects', or "Bulgarian" under "Languages" and click;
3. In the bottom-right area, you can see project(s) listed under 
"Translation Projects",
4. Locate "NetBeans_7.0_properties_platform     bg_BG", and click the link;
5. Now in the bottom-right area, you can see task(s) listed under 
"Translation Tasks";
6. Click the task name and you'll be brought to the translation interface;
7. Now you can enter/edit translation for each segment and save them 
when done (you'll need an account, click the Register link to get one);
