Well this was a moronic move from Oracle. What does "compliance reason" even
mean? Why not find a replacement *before* decommissioning the old tool?

Anyhow, the replacement *must* be web-based: nobody is going back to OmegaT.

Perhaps we could use Launchpad. I've started long ago
https://translations.launchpad.net/netbeans but never got it running
properly and afterwards OpenCTI was good enough.
