Hi Raj,

The build system has been changed at 7.2. Could you try the step?

There are language directories under l10n/, please put your translations
into corresponding directory. English files are provided via zip file now:

http://netbeans.org/projects/nblocalization/downloads/download/7.3/nb73_l10nkit.zip 
(English files to be translated)

It requires entire source files of NetBeans IDE and NetBeans translations.
If you don't have enough space, I can help to built it.
