A cross cluster dependency broke the Gentoo build, due to ordering.

Alternate resolution strategies suggested by jglick have been veto'ed.

I will be rolling back http://hg.netbeans.org/release65/rev/6ff64288ddf6 
and http://hg.netbeans.org/release65/rev/098872f0ea22.

I have done the corresponding rollbacks in main and was able to rebuild 
and execute the commit-validation.
