IZ #165934: Wrong column order in debugger views

I'd like to integrate the fix of mentioned issue into release67.

Description: Wrong column order all OutlineView view, visible in all 
debugger views. 100% reproducible.

Fix: Setting label on OutlineView only if the root context in view is 
changed.

Verified by QE (fzamboj) and peer (saubrecht).
