The deadlock while opening a new j2seproject in ergonomics IDE. The  
deadlock was caused by waiting on FolderInstance.waitFinished
under project mutex.
Fix: LibraryManager.getLibraries rewritten not to call  
LibrariesStorage under lock + added unit tests.
