Hi,
 I'm going to integrate fix for issue #166435 to release67 clone.

 Problem desc: When developer specifies WSIT configuration for Web 
service clients in web projects, the configuration files are generated 
into WEB-INF directory, which is OK for web services, but not for 
clients. Client configuration files location is META-INF directory.

 Risk assessment: Low risk, the location of the configuration files is 
changed only for web projects, where it is broken now.

 Review/QE: The reporter (Harold Carr) verified the fix in web-main repo.
