Impact assessment
The issue makes big part of j2seproject actions disabled when Groovy support is Enabled, user e.g. cannot run and build the project

Risk assessment
The fix is safe, declarative wat of registering LookupMergers via annotations is replaced by "old fashioned way" of registration via LookupProvider

Peer code review will be provided in IZ as well as QE review.
