#176229 - Cannot add or modify line breakpoint using the "New breakpoint" dialog

Description:
New breakpoint dialog line breakpoint type selected, or customizer of an 
existing line breakpoint always complains about "Malformed file name". 
This happens on Windows XP.

Impact assessment:
Inability to customize line breakpoints affects debugging functionality. 
This is a regression.

Risk assessment:
The fix should be safe, it was tested several times on both Unix and 
Windows systems.
