Description of the bug

In the case of remote development with Oracle Solaris Studio, IDE can
not resolve some #include directives and red underlines lines of code
in user code and system headers. This does not take place with GNU
compiler collection. The bug takes place with case insensitive file
systems (Mac and Windows).

Impact assessment

The correct code is red underlined. This confuses user very much. The
code is red underlined within system headers. This takes place even in
the case of the most simple sample projects that are included into the
IDE. The user impression is that the code assistance works wrong from
the very beginning.

Risk assessment

The fix does not involve lots of code. The only thing that is done by
the fix code is - don't lowercase paths that are within local mirrors
of remote headers directories. The fix is reviewed by experienced
colleague. It is verified on different platforms.

The fix (source code) is reviewed by Vladimir Voskresensky.

The fix is verified and reviewed by QA using bits built on bertram
server from cnd-main
