Bug #186339 Update registration page used in reglib module

Description:
According to the NetBeans re-branding list [1] we should update current 
registration page [2], shown in case NetBeans IDE can't connect to the 
Internet, to conform Oracle-style branding [3].

Impact assessment :
It is a showstopper since all branding/legal issues are treated as such.

Risk assessment:
It is a safe fix since it touches only html and images changes with a 
small amount of Java code.

Verified by peer and QE.
