Showsopper 196767: request to integrate fix

1) Bug 196767 StackDataStorage doesn't use passed contextID.
2) This issue is a showstopper as it is impossible to implement 
functionality in the DLight standalone Tool which is released in Studio 
and built on the base of NB platform
3) The changes are small. Additional column is added in the table and 
should be used in the select queries. From CND point of view the value 
of this additional column will always equals to -1 which means that no 
changes in the results will occur.
4)  Andrew Krasny made a code review and Alexander Pepin verified the 
functionality is not broken in CND
