HR integration review request: #224413 - Warning on Current Line 'Global variable is not defined' doesn't work

The hint "Global variable is not declared" stop to work, when its 
default severity was changed to "Warning on Current Line".  After this 
the hint was not computed at all.

Risk assessment: The feature is well tested, influence only this hint.
