Request for integrating #223840 - Performance of embedded server on Windows 8

Description of the bug:
When loading a page from the internal server used in HTML5 projects on Windows 8, each reload of the page takes 10 seconds.

Impact assessment:
Highly visible performance problem.

Risk assessment:
Changes threading in the internal server; running HTML5 projects using the internal server should be retested on all platforms.
