Issue #229452 - (WebLogic) 12.1.2 domain not detected

Impact assessment: It is highly visible UI regression.

Risk assessment: The fix is querying domain registry while fallbacking 
to the old approach if there is none. So there should be no significant 
risk using the patch.

Verified by Jirka Skrivanek (QE) and Tomas Mysik.
