please review temporary bugfix for

description: when packaging changes, content of lookup for maven projects
changes but due to lazy loading changes are not fired.

Impact: when it happens, users cannot create new files in web projects.

Risk: Fix is local, we handle just one common case when pom becomes
unloadable eg by wrong edit. In this case we remember the previous
packaging and maintain it's lookup.
