Bug 255713 - Java Selenium test case in wizard for HTML5 project

As per the HR process found here: 
http://wiki.netbeans.org/NetBeans_81_HighResistance I would like to ask 
for permission to integrate fix in release81 branch for 
https://netbeans.org/bugzilla/show_bug.cgi?id=255713.

Impact assessment : showstopper for HTML projects as java template is 
introduced in HTML through the new file wizard
Risk assessment : low as this is just a matter of wrong template 
category registered via annotation
