The answer to your question is:
By default the scrollbars will appear only if they are required.
i.e, if the text in textarea doesn't appear completely then only the scrolbar(s) appear.
If you want to show the scrollbars always then you can set the following properties for JScrollPane:
horizantalScrollBarPolicy
verticalScrollBarPolity
