What happened to folders and empty files?

Today I noticed that I was no longer able to create new file folders or 
empty files when I right click on an existing folder in my Files window 
and select  New/File/Folder from the popup window.  I vaguely remember 
there once being a category in the resultant New File window of 'other' 
that allowed you to create empty files, file folders, and other stuff.  
Now it's vanished.  This will make it difficult to let me manage my 
resources folder, since I can no longer use NetBeans to create 
subfolders or empty text files.  What happened?  Is there a way to get 
my Other category back so I can create these?
